Hi Ian,
This is an interesting report. Appendix G: Regional Landscaping Problems and Suggested Solutions reads like it was produced by the turf industry. It is true that a full canapy of woody ornamentals takes up more water, but there isn't anything about xeriscaping, or even about limiting turf areas.
